EVALUATION OF OPENNESS OF THE BANKING SYSTEM OF UKRAINE TO THE TRANSNATIONAL EXPANSION OF BANK CAPITAL

Abstract

In the article the author critically analyzes the approaches of scientists-economists to the evaluation of the openness of the banking system. It is revealed that the unresolved part of the problem of evaluating the openness of the banking system remains the establishment of the degree of openness in conditions of uncertainty of the state of the banking system. The mathematical apparatus of fuzzy sets is suggested to assess the openness of the banking system to the transnational expansion of bank capital. A threelevel system of trapezoidal-shaped membership functions of the indicators of openness of the banking system to subsets of the degrees of openness of the banking system has been formed. The indicators of the openness of the banking system are: the shares of assets, share capital and equity capital of banks with the participation of transnational bank capital in the total volume of relevant indicators in the banking system. The scientific and methodical approach to the evaluation of the integral indicator of openness of the banking system, consisting of five consecutive stages, is proposed. There are three degrees of openness of the banking system: partially open, sufficiently open and fully open. An assessment of the openness of the banking system of Ukraine is carried out. As a result of the calculations, it was found that the degree of openness of the banking system of Ukraine was constantly changing: in the years 2008-2012 and 2016-2017 the banking system was sufficiently open, then in 2007, 2013-2015 and 2018 the banking system of Ukraine was characterized as partly open. It is concluded that Ukraine does not fully realize the potential of integrating the domestic banking system into the world economic and financial space. Measures have been systematized to promote the expansion of the presence of domestic banks abroad.
