IMPROVEMENT OF THE MECHANISM OF THE NON-CONTINUAL LETTER OF THE STATE BUDGET FUNDS

Abstract

The article highlights the issues of reforming the system of accounting and financial reporting in the public sector, dwelling upon the requirements of international accounting standards for the public sector. A series of measures aimed at improving the accounting system in the public sector has been analyzed, a brief description of the accounting plan for the public sector has been provided. The economic essence of the concept of "direct debt collection" is determined in accordance with the current legislation and the peculiarities of recording the indisputable write-off of the state budget funds according to the budget program for enforcement of court decisions and executive documents are considered. The research presents disputed correspondence of accounts, substantiates the problematic issues regarding the recording of the unconditional cessation of the state budget funds and proposes an own approach to their solution. As a result of the study, the necessity to improve the current accounting plan in the public sector was substantiated, as well as making appropriate adjustments to the Procedure for the use of the public accountancy accounting Plan. Subject to the inclusion and appropriate changes that are caused by the need for practice, improvements will be made to accounting in terms of the integrity and consistency of the public account accounting Plan and the information mapping of business operations.
